Register Using CERTS, Our Event Registration System
Individuals registering for RRC alternative fuel training, continuing education and exam events should register using the Certification Exam Registration & Training System or CERTS. The online system allows individuals working in alternative fuels industries to register and pay for a class and/or exam in a single transaction.

Annual Certification and Exempt Registration Renewal Fees Due by May 31
April 03, 2025
Annual renewal fees for certified individuals and exempt registrants are due by May 31, 2025. Alternative Fuels Safety (AFS) has mailed renewal notices to licensed companies for all current employees or the individual’s alternate address if they are not currently employed by a licensed company.
If an individual or their company did not receive a renewal letter, you can fill out this document for certifications or this document for exempt registrations and submit it with the online payment receipt to renew the certification. Individuals should verify that their employer has not paid their renewal fee prior to submitting, as payments are non-refundable.
Certified individuals should verify their continuing education (CE) requirements prior to submitting as well. The individual’s CE Due Date is listed on their certification card. AFS cannot renew certifications for individuals who are ineligible.
For fastest processing, email the document and the online payment receipt to AFS_Card_Renewal@rrc.texas.gov.
Annual renewal fees are as follows:
- $35: Liquefied Petroleum Gas (Propane)
- $25: Compressed Natural Gas
- $25: Liquefied Natural Gas
- $20: Exempt Registrants (M/J Plumbers and ACR Contractors)
A $20 late fee must be paid if the renewal is not received on or before May 31st for each renewal type.
Renewal payments may be made through the Railroad Commission’s online payment portal. Note that paying online does not complete the renewal process. To complete the renewal, individuals must email the payment receipt and the information in this certification document or this exempt registration document to AFS_Card_Renewal@rrc.texas.gov.

Due to the high volume of card renewals, AFS is not able to provide a status update on renewal submissions.
What we do
The Oversight and Safety Division has responsibility for Alternative Fuels, Gas Services and Pipeline Safety. This reorganization in January 2015 will bring even greater efficiency and consistency to these operations within the Commission, allowing the agency to better serve the state.
The Railroad Commission of Texas (Commission) is the state agency responsible for regulating the safe storage, transportation and use of Liquefied Petroleum Gas (LPG, Propane, Butane), Compressed Natural Gas (CNG), and Liquefied Natural Gas (LNG), pursuant to the Texas Natural Resources Code (TNRC). The Commission has also adopted regulations for each fuel type under the Texas Administrative Code, Title 16, Chapters 9, 13, and 14, respectively.
The Alternative Fuels Safety (AFS) department enforces both the state statutes and the Commission’s regulations on these fuels, by conducting safety evaluations of stationary facilities and mobile equipment, licensing companies engaged in alternative fuel activities, and providing training to individuals working in the alternative fuels industries.
